West Virginia’s Home Energy Rebate Programs

On October 5, 2026, the West Virginia Office of Energy launched both of its Home Energy Rebate Programs statewide. They’re funded through the U.S. Department of Energy, and the state reports $88 million in federal funding. There are two programs:

HOMES (Home Owner Managing Energy Savings)

HOMES supports whole-home projects that save measurable energy. Eligible upgrades may include insulation, air sealing, windows and doors, ductwork, and modern heating and cooling systems identified through a home energy audit. It’s open to households of all income levels. The rebate depends on your household income compared with your county’s Area Median Income (AMI) and on the project’s expected energy savings, with higher rebates for households under 80% of AMI.

HEAR (Home Efficiency Appliance Rebates)

HEAR helps income-qualified households pay for efficient equipment, including heating and cooling equipment, water heaters, electrical upgrades, insulation, air sealing and ventilation. It’s for households at or below 150% of AMI, with higher rebates under 80% of AMI. The Office of Energy says a limited home assessment by a certified energy auditor is required before a heat pump is installed for heating or cooling.

Which WV rebate program might fit you?

Answer 5 quick questions. Nothing you pick is saved or sent anywhere.

1. Do you own or rent your home?
2. What fuel heats your home now?
3. Household income compared with your county’s Area Median Income (AMI) Look up your county’s AMI on the WV Office of Energy eligibility page.
4. Is Appalachian Power (AEP) your electric company?
5. What’s your project?

Not a guarantee of eligibility. This tool gives general guidance based on the West Virginia Office of Energy’s and Appalachian Power's published program information as of October 16, 2026. Only the program administrators decide eligibility and rebate amounts.

Important Rules Before You Start

Applications go through the Office of Energy’s online portal (Neighborly), linked from the Home Energy Rebate Programs page.

Appalachian Power (AEP) Rebates

If Appalachian Power is your electric company, you may also qualify for utility rebates through its TakeCharge WV energy-efficiency programs. These are separate from the state HOMES and HEAR programs. BMS Heating and Cooling is an Appalachian Power approved contractor and a member of its Quality Contractor Network. That means we can do qualifying Home Performance work and submit the rebate for you. Call (304) 757-4822 to discuss your project.

Check current amounts: The details below come from Appalachian Power’s TakeCharge WV pages as of October 16, 2026. Rebates and rules can change or end without notice, so confirm the current amounts on TakeCharge WV before you buy.

Home Performance Program

For Appalachian Power customers in West Virginia single-family homes, and in multifamily buildings of up to 6 units. To qualify for rebates, your home must be heated with electricity, and the work must be done and the rebate submitted by an Appalachian Power approved contractor. That means a member of its Quality Contractor Network, like BMS. Rebates listed on the program page include:

Appalachian Power says rebate amounts are now based on income, and some households could qualify for an additional 25%. According to its FAQ, the contractor submits the rebate within 45 days of finishing the work, and the rebate is paid directly to the customer.

Go Electric Program

For Appalachian Power residential customers in West Virginia who replace propane or oil equipment with electric. The Go Electric page lists $2,390 for an air-source heat pump replacing propane or oil and $620 for a ductless mini-split heat pump replacing propane or oil. The incentive can’t exceed the cost of the equipment.

Appliance Rebates

Appalachian Power also offers online appliance rebates, for example on ENERGY STAR central air conditioners, ductless mini-splits and smart thermostats. See current amounts on the rebate site. According to the FAQ, purchases must be made in 2026, and applications are due within 45 days of purchase or by January 15 of the following year, whichever comes first.

Federal Tax Credits: What Changed

According to the IRS, the federal Energy Efficient Home Improvement Credit (up to $2,000 a year for qualifying heat pumps, and up to $600 per item for qualifying furnaces and central ACs) covers improvements made through December 31, 2025. If you installed qualifying equipment in 2025, talk with your tax professional about claiming it on Form 5695.
